Drug Screening Requirements
In order to be eligible for participation in the WV Invests Grant program, within 60 days prior to the beginning of each semester in which funds are received, you must pass an approved drug screening. As required by state code, the applicant is responsible for the actual cost of the drug screening. The drug screening must be administered at an approved location and will test for the substances listed on the table below. A positive result will be reported when the concentration of the controlled substance exceeds the levels identified on the table.

Initial Test Analyte Initial Test Cutoff Concentration Confirmation Test Cutoff Concentration
Amphetamines 1000 ng/ml 500 ng/ml
Cannabinoids/THC 50 ng/ml 15 ng/ml
Cocaine 300 ng/ml 150 ng/ml
Opiates 2000 ng/ml 2000 ng/ml
Phencyclidine (PCP) 25 ng/ml 25 ng/ml
Benzodiazepines 300 ng/ml 300 ng/ml
Propoxyphene 300 ng/ml 300 ng/ml
Methadone 300 ng/ml 300 ng/ml
Barbiturates 300 ng/ml 300 ng/ml
Oxycodone 100 ng/ml 100 ng/ml
Hydrocodone 300 ng/ml 300 ng/ml

If your initial drug screening shows a cutoff concentration at or above the cutoff level identified above (a positive result), a confirmation screening will be conducted.

If you test positive for any of the above-named controlled substances, you will not be eligible to receive funds from the WV Invests Grant Program for the semester for which you applied. All parts of the drug screening analysis must be “negative” in order to be eligible for WV Invests Grant funding. A failed screening does not prevent you from being awarded in future terms during the award year. You may still qualify the next term if you pass a drug screening within 60 days of the following tern.

If you are taking a legally-prescribed medication that could alter the results of the drug screening, documentation must be submitted to the screening provider when the urinalysis specimen is collected. The approved medical provider will adjust the analysis of the test results based upon the prescription information you provide.

Drug Screening Results
The drug screening provider will notify you within one week if your result is negative. For a positive result, notification may take addtional time. The West Virginia Invests Grant Program Staff will only receive a positive or negative indication of your results. No further information will be shared with our office or your school.

Appeal Process
You have the right to appeal the results of your drug screening if you believe the analysis was faulty. Your appeal must be submitted in writing to the Director of State Financial Aid Programs within fifteen (15) days of receiving notification of the positive drug screening. Once your appeal has been considered, you will receive written notification of the decision to uphold or reverse the initial eligibility determination.
